Marine Life Conservation Districts in Hawaii
Information about Marine Life Conservation Districts
established by the Hawaii State Department of Land and
Natural Resources (DLNR).
The State of Hawaii has established marine
life conservation districts at 11 sites
on the islands of Oahu, Hawaii, Maui, Lanai,
and Molokini. Offshore activities are restricted
in those areas in order to preserve and protect Hawaii's
underwater reefs and marine life. Swimming,
snorkeling and scuba diving are permitted inside
the conservation districts but activities such as
fishing, and collecting living materials and
non-living habitat materials are restricted or
prohibited.
Oahu Marine Life Conservation Districts
Hanauma Bay MLCD
The Hanauma Bay Marine Life Conservation District
is about 101 acres in size and it was established
in 1967 as Hawaii Aquatic Resource (HAR) 13-28.
It is located on Oahu's south shore, east of Honolulu,
about a 15 minute drive from the Diamond Head end of
Waikiki. Hanauma is the most visited snorkeling
destination on the island of Oahu. Arrive early
because the parking lot can fill up early on busy days.
Facilities at Hanauma Bay include a visitors
center, gift shop, large parking lot,
toilets, showers, and a snack bar.
Pupukea MLCD
The Pupukea Marine Life Conservation District
was established in 1983 as Hawaii Aquatic Resource
(HAR) 13-34. It is located on the north shore of Oahu, and it
includes most of the shoreline between
Waimea Bay Beach Park and the north end of Pupukea
Beach Park. It includes the popular diving
and snorkeling areas known as Three Tables and
Shark's Cove, but it does not include the
tide pool area within Pupukea Beach Park.
Fishing and seaweed gathering are allowed
to a limited extent but restrictions must be
strictly observed. There are toilets and
showers inside Pupukea Beach Park.

from the Kapahulu Groin to the west wall
of the Natatorium.
Big Island Marine Life Conservation Districts
Kealakekua Bay MLCD
SIZE: 315 acres
HAR: 13-29
ESTABLISHED: 1969
FACILITIES: toilets and showers in Napoopoo Beach Park.
LOCATION: West coast of Hawaii Island
near the town of Captain Cook. About
30 minutes south of Kailua-Kona town.
Only access by car is from Napoopoo Beach
on the bay's east shoreline.

LOCATION: Northwest coast of Big island,
about 123 miles north of Kawaihae.
Old Kona Airport MLCD
SIZE: 217 acres

just west of Kailua-Kona Town.
Waialea Bay MLCD
SIZE: 35 acres

in the southern part of Kawaihae bay
Waiopae Tidepools MLCD

inside Ahalanui beach Park, about 1.5
miles south of the district.
LOCATION: Southeast coast of Big Island,
about one hour south of the Hilo Airport.
